Good question. Generally, Python songs were written by Eric Idle and/or Neil Innes (ex-member of the Bonzo Dog Doo Dah Band and mate of Eric's who also had a small role in The Holy Grail). Not sure about this one but I'd take a punt that it was either or both of those two.
